We’ve seen reports for weeks about the fraud and identity theft Americans are exposed to through the Obamacare exchanges and now, Kathleen Sebelius is finally admitting that because Obamacare navigators aren’t required to go through a criminal background check before handling sensitive health information, some of them could be convicted felons. “Isn’t it true that there is no federal requirement for navigators to undergo a criminal background check, even though they will receive sensitive, personal information from individuals and help they hope to sign up for the Affordable Care Act?” Cornyn asked.
“That is true,” Sebelius responded. “States could add an additional background check and other features but it is not part of the federal requirement.”
“So a convicted felon could be a navigator and could acquire sensitive personal information from an individual, unbeknownst to them?” Cornyn pressed.
“That is possible,” Sebelius said. “We have contracts with the organizations, and they have taken the responsibility to screen their individual navigators and make sure that they are sufficiently trained for the job. There is a self-attestation, but it is possible.”
