The Gathering Threat from China and Russia to our National Security

The Pentagon is concerned with China’s restructuring the People’s Liberation Army (PLA) and its Imperialism in the East and South China Seas

The Chinese dictator Xi Jinping is planning to revamp the armed forces into a smaller, more lethal force capable of projecting power far away from China. One objective is to push the United States away from the East and South China Seas.

Xi visited a new joint battle command center wearing a camouflage fatigues and combat boots. Xi holds the top offices of the Party and the Military, in addition to being the Head of State through the Office of the President. Xi is sometimes referred to as China’s “Paramount Leader.” As the General Secretary of the Communist Part, Xi is also an ex-officio member of the Politburo Standing Committee, China’s top decision-making body.

Dictator Xi Jinping, who was born on June 15, 1953, is the General Secretary of the Communist Party of China, the President of the People’s Republic of China, and the Chairman of the Central Military Commission. More recently, he has taken direct command of combat operations of the People’s Liberation Army (PLA), assuming the title of commander-in-chief.

Xi has made himself the most powerful dictator of China since the bloody tyrant Mao Zedong. Similar to Mao, he has created a “cult of personality” with songs written to him as well as a book with his writings. Xi does not tolerate any criticism of his regime and has sent to prison many opponents. He does not tolerate a free press or freedom of religion. Xi assaults Christian churches and incarcerates Christians. He is exercising imperialism in the East and South China Seas, which is provoking a serious confrontation with the United States and its allies.

Xi has ordered Chinese ships and aircrafts to harass U.S. ships and airplanes in international waters while illegally claiming 90% of the South China Sea and its airspace and all the islands and reefs that belong to U.S. allies. He is also illegally claiming a large part and airspace of the East China Sea and islands that belong to Japan.

If the transformation of the PLA is successful, it could lay the ground for China to conduct combat operations as far afield as the Middle East and Africa.

Page stated the following: “It could enable China not just to challenge U.S. military dominance in Asia, but also to intervene militarily elsewhere to protect its shipping lanes, resource supplies and expatriates, as other world powers have. While an expeditionary Chinese military could help in humanitarian and counterterror operations, the concern for the United States and its allies is that Beijing might use force in ways that conflict with Western interests… The PLA had begun taking tentative steps abroad even before Mr. Xi’s plan. It has sent ships and submarines into the Pacific and Indian Oceans, installed military equipment on reclaimed land in the South China Sea and challenged U.S. naval forces around China’s coast.”

Page said that under his new plan, dictator Xi is trying to shift power to naval, air, and missile forces, which are crucial for his ambitions to enforce territorial claims in Asia and protect China’s increasing economic interests abroad. The Chinese dictator is doing that by forming new service branches and downgrading the status of the Army. Xi is taking power away from senior generals by dismantling command structures, including the PLA’s seven “Military Regions” and four “General Departments.” Xi is reducing 300,000 troops from the Army which has 2.3 million troops. Xi’s ultimate objective is “to enable the PLA to engage in complex joint operations combining air, sea, and ground forces with information technology—the kind of operation the United States has pioneered.”

Page concluded his article by stating that Xi wants to turn the PLA “into a leaner fighting force, capable of conducting modern combat operations beyond China’s borders.” The Chinese dictator has ordered the military to prepare to “fight and win wars.” Xi announced plans to build its first overseas military base in Djibouti, a small nation in Africa.

China’s submarine fleet

Wikipedia has an article on Chinese submarines. It reported that the Chinese Type 093 submarine Shang-class design is comparable to the Russian Victor III-class, signifying a significant step forward for Chinese nuclear attack submarines. The 093 has been the focus of much attention from United States and Asian military analysts. Its improved capabilities will undoubtedly increase PLA naval power in the region and its ability to carry war to the Western Pacific. Such submarines can escort future intercontinental ballistic missiles (ICBMs) as well as attack U.S. Navy carrier battle groups in the deep ocean.

Bill Gertz explained in an article published on December 9, 2015 that China has begun patrols with nuclear missile submarines for the first time, giving Beijing a new strategic nuclear strike capability, according to the U.S. Strategic Command and Defense Intelligence Agency. U.S. intelligence and strategic nuclear officials, however, remain uncertain as to whether China’s four Jin-class missile submarine patrols are being carried out with nuclear-tipped JL-2 missiles on board. Defense Intelligence Agency and Strategic Command officials said that the Jin-class submarines are a new Chinese strategic nuclear threat. However, it is not known whether Chinese Communist Party leaders have agreed to the unprecedented step of trusting operational submarine commanders with control over the launching of nuclear missiles.

Recent Chinese military enthusiast websites have posted photographs of suspected Chinese submarine tunnels. In May, photos posted online showed the opening of a nuclear missile submarine cave at an undisclosed location.

China is constructing a major underground nuclear submarine base near Sanya in the island of Hainan. Tunnels were being built into hillsides which could be capable of hiding up to 20 nuclear submarines from U.S. spy satellites.

Admiral Haney said in October 2015 that he was not waiting for China to announce its first nuclear missile patrols because, as with most other issues related to Chinese nuclear forces, the capabilities of the submarines remain hidden by military secrecy. Admiral Haney stated the following: “The Chinese have had these submarines at sea this year, so I have to look at it as operational capability today. And I can’t think that when those submarines are at sea that they aren’t on patrol. Have they put the missile we’ve seen them test, the JL-2, in for a package that is doing strategic deterrent patrols? I have to consider them today that they are on strategic patrol.” The admiral meant that the submarines were equipped with nuclear missiles. For the United States that means “there’s another capability that’s out there having nuclear capability of ranges that can strike the United States of America.” The Chinese nuclear arsenal is estimated to be 300 warheads but it is likely far larger. Patrols by Jin-class submarines with nuclear-armed JL-2s, if confirmed, mark a new stage in Communist Party trust with the People’s Liberation Army.

Gertz pointed out that China is extremely secretive about its nuclear forces. However, People’s Liberation Army (PLA) missile submarines appear to be different. In 2013, state-run Chinese media published details on contingency plans to attack the western United States with submarine-launched missiles, an attack that would kill an estimated 12 million Americans. The congressional U.S.-China Economic and Security Review Commission, in its annual report made public in September 2015, said the missile submarine patrols will mark China’s “first credible at-sea second-strike nuclear capability.”

The commission report quoted PLA Navy Commander Admiral Wu Shengli as saying the following: “This is a trump card that makes our motherland proud and our adversaries terrified. It is a strategic force symbolizing our great-power status and supporting national security.”

According to a YourNewsWire’s broadcast, China has invoked Article 9 of the Sino-Russian Treaty of Friendship notifying Russia that they have begun offensive/defensive military movements to protect national interests – including the deployment of a flotilla of attack submarines to the west coast of America. It is unclear what this means but at a time of increase tensions with the United States, it could be an attempt to intimidate the Obama administration to abandon its support for its Pacific allies such as Japan and the Philippines. China wants for the United States to and accept Beijing’s illegal claim of sovereignty over 90% of the South China Sea and its islands and reefs as well as Japanese islands in the East China Sea.

China’s DF-ZF hypersonic gliders

Russia and China are developing hypersonic glide vehicles to defeat the anti-ballistic missile (ABM) defenses of the United States and its allies.

Bill Gertz wrote an article that described the very powerful hypersonic glide vehicles which was published in the Washington Free Beacon website on April 22, 2016. He said that U.S. intelligence officials have disclosed to Congress in testimony that China’s DF-ZF hypersonic gliders appear designed to deliver nuclear warheads through missile defenses. However, the high-speed DF-ZF also could be used with conventional warheads as part of what the Pentagon calls the “anti-access, area denial” weapons that China is developing to threaten U.S. forces near China’s coasts. This powerful weapon is capable of delivering nuclear or conventional warheads through advanced anti-ballistic missile defenses. These hypersonic glide vehicles are designed for use in rapid, long-range strikes.

Bill Gertz stated the following: “Hypersonic speed is between Mach 5 and Mach 10, or 3,836 miles per hour to 7,673 miles per hour. Hypersonic weapons pose technological challenges for weapons developers because the speeds create high heat and pressure that make flight and precision targeting difficult. Russia has made developing hypersonic weapons a high priority. China and the United States also are developing hypersonic missiles, both gliders and jet-powered vehicles that travel at extreme speeds. China has conducted seven tests of its DF-ZF hypersonic glider. A U.S. Army hypersonic missile blew up shortly after launch in August 2014. The Pentagon also is developing a scramjet-powered hypersonic weapon.”

Bill Gertz wrote an article entitled “China, Confirms Multiple-Warhead Missile Test in South China Sea” which was published on the Washington Free Beacon website on April 21, 2016. He explained that China’s Defense Ministry confirmed that Beijing fired its newest long-range missile into the South China Sea in a test this week, amid increasing tensions between Washington and Beijing.

Bill Gertz wrote on the Washington Free Beacon website on April 27, 2016 that China successfully flight tested its new high-speed maneuvering warhead the week earlier, days after Russia carried out its own hypersonic glider test, according to Pentagon officials. The reporter explained the following: “The test of the developmental DF-ZF hypersonic glide vehicle was monitored after launch on April 22 atop a ballistic missile fired from the Wuzhai missile launch center in central China, said officials familiar with reports of the test. The maneuvering glider, traveling at several thousand miles per hour, was tracked by satellites as it flew west along the edge of the atmosphere to an impact area in the western part of the country.”

Gertz further explained the following: “It was the seventh successful flight test of the revolutionary glider, which travels at speeds between 4,000 and 7,000 miles per hour. U.S. intelligence officials have assessed that China plans to use the glider to deliver nuclear weapons through increasingly sophisticated missile defenses. The DF-ZF also could be used as part of a conventional strategic strike weapon capable of hitting targets around the world within an hour.”

Representative Randy Forbes, Republican from Virginia, is the Chairman of the House Armed Services Subcommittee on Seapower.

Congressman Forbes said China’s hypersonic missile tests are a concern. Forbes told the Washington Free Beacon, “China’s repeated test of a hypersonic glide vehicle demonstrates Beijing is committed to upending both the conventional military and nuclear balance, with grave implications for the stability of Asia.”

Gertz pointed out that Admiral Haney said on January 22, 2016 that that the new hypersonic glide vehicle is among an array of high-technology missiles and weapons, both nuclear and conventional, being developed and deployed by Beijing. China is parading missiles clearly displaying their modernization and capability advancements,” Haney said.

In an effort to deceive the United States and its NATO allies, China has kept details about the game changer DF-ZF program secret. In March 2015, a Defense Ministry spokesman confirmed one of the hypersonic missile tests after the test was reported in the Washington Free Beacon. Earlier DF-ZF tests were carried out on November 23, August 19, June 7, January 9, 2014, August 7, 2014, and December 2, 2014.

Gertz said that extensive testing and reported successes are indications the new weapon is nearing initial operating capability, although deployment may be years away.

The congressional U.S.-China Economic and Security Review Commission stated in its most recent annual report that the hypersonic glide vehicle program was “progressing rapidly” and that the new strike weapon could be deployed by 2020. The Commission report stated “The very high speeds of these weapons, combined with their maneuverability and ability to travel at lower, radar-evading altitudes, would make them far less vulnerable than existing missiles to current missile defenses.”

Gertz wrote the following: “China is taking steps to strengthen its underground missile silos and facilities to withstand precision strikes by hypersonic missiles, such as those planned under the Pentagon’s Prompt Global Strike program. The latest Chinese hypersonic glide vehicle test was conducted three days after Russia carried out a test of its experimental hypersonic glide vehicle. That glider test involved the launch of an SS-19 ballistic missile fired from a missile base in eastern Russia. The two tests highlight what many analysts have called a new hypersonic arms race among China, Russia, and the United States. India also is working on hypersonic arms. As radar, sensors, and missile interceptors used to counter missile threats increase in capability, hypersonic maneuvering missiles are viewed as a technological leap in strike capabilities to overcome them, analysts say.”

Mark Schneider, a former Pentagon strategic forces specialist, said the new Chinese hypersonic glider is a serious threat to the security of the United States. He explained the following: “In testimony before the congressional China commission, an Air Force intelligence analyst revealed that it is nuclear armed although there could also be a conventional version. The Chinese probably see this as one of their ‘assassin’s mace’ weapons which are designed to defeat the United States. Hypersonic speed also gets you to the target very fast which may be decisive in dealing with mobile targets.” According to Schneider, a National Academy of Science study concluded that hypersonic speed was the equivalent very high levels of radar-evading stealth features against air and missile defenses.

Navy Captain Jim Fanell said the following: “The latest flight test of the DF-ZF represents another demonstration of China’s commitment to aggressively develop asymmetric power projection capabilities and a weapon that could undermine U.S. missile defenses. The threat of hypersonic missile attack not only impacts conventional warfare scenarios like we are seeing develop in the South and East China Sea, but it also puts U.S. nuclear defense strategies at risk as well.”

Bill Gertz stated the following: “By contrast, the Pentagon’s Missile Defense Agency is doing little to deal with the emerging hypersonic missile threat. Vice Admiral James Syring, the agency director, told a Senate hearing April 13, 2016 that two countries he did not name have created major worries about the growing hypersonic missile threat. Syring said for future missile threats, his agency is looking at upgraded Terminal High-Altitude Area Defense, or THAAD, missile defenses. Yet despite its $7.5 billion budget for fiscal 2017, the agency has not funded any direct programs to counter hypersonic arms. In the current budget, $23 million was requested for a low-powered laser capable of targeting hypersonic missiles, Syring told a House hearing. The first test of the laser, however, is not planned until 2021, after China is expected to field its first DF-ZF. Compared to China’s seven tests, the April 19 hypersonic missile test was the second known test of Moscow’s new high-speed glider.”

If this terribly plan is not immediately modified, by the time America plans to test lasers, the United States would no longer exist. The United States must invest billions in research and development programs to defend itself and to counter hypersonic weapons from Russia and China. This is a race America needs to win, if it wants to survive!

Assistant Defense Secretary Stephen Welby said to a Senate hearing on April 12, 2016 that the Pentagon is increasing investment in hypersonic weapons by 50%. The increase is intended to “take those systems from being technology demonstrators to being no-kidding weapons that we could actually think about deploying with our force.” He explained that the U.S. hypersonic arms are part of a Pentagon strategy to use highly-advanced technology to enhance U.S. strategic military advantages. Other technologies include robotics, biotech, cyber defenses, and electronic warfare weapons.

Sadly, an Army hypersonic missile blew up shortly after launch in August 2014. Other U.S. hypersonic weapons include a missile-launched glider and a scramjet-powered strike vehicle.

 

The DF-41 is China’s newest ICBM

China’s newest ICBM, the DF-41, was launched carrying two dummy warheads. The DF-41 is China’s newest and most lethal long-range missile and one of the few nuclear delivery vehicles that can range the entire United States. The new missile will be equipped with between six and 10 MIRVs (multiple, independently-targetable reentry vehicles) representing a major increase in China’s nuclear arsenal. Until it began MIRVing its strategic missiles, China was estimated to have around 300 strategic warheads, many of them large-yield “city-busters.” The missile has an estimated range of up to 7,456 miles.

Gertz explained that Defense officials revealed that a new DF-41 missile was launched and carried two dummy warheads that were identified as multiple, independently-targetable reentry vehicles, or MIRVs. The DF-41 test was closely monitored by U.S. intelligence satellites and other sensors. It came amid growing tension between China and the United States over disputed islands in the South China Sea.

The reporter said that a large delegation of Chinese military officials, led by Central Military Commission Vice Chairman Fan Changlong, recently traveled to Fiery Cross Reef in the Spratly Islands, which is claimed by Philippines and two other nations in the region. Fan’s visit coincided with the visit of Defense Secretary Ash Carter to the aircraft carrier USS Stennis, which was patrolling the South China Sea. The CIA stated that in the 1990s, “China obtained espionage details about every deployed nuclear warhead used by the United States, including the W-88 small warhead deployed on U.S. submarine-launched ballistic missiles.”

Gertz concluded his article by stating the following: “Defense officials also disclosed earlier this year that China has begun upgrading older, single-warhead DF-5 missiles with MIRVs. The nuclear buildup by China has raised concerns that China is developing a first strike capability using large numbers of mobile missiles with multiple warheads.

China and Russia are stealing America’s industrial and military secrets

China, Russia, and other nations are waging successful cyber warfare against America and stealing its industrial and military secrets. Unfortunately, the Obama administration have done very little to stop it.

Fred Fleitz, a former CIA analyst and senior House of Representatives Intelligence Committee staff, wrote an article called “High-Level Panel Sees Trouble Ahead for China” in the issue of Newsmax magazine of February 2013. He explained that Michael Hayden, former director of the CIA, warned that China has been trying to catch up with the U.S. military for several years, especially after the first Gulf war. Hayden said the following regarding China: “I stand back in awe about the Chinese espionage effort against the United States. We have a nation-state successfully attempting to steal secrets not just from our nation-state, but from American industry.”

Michael Hayden, Jon Huntsman, former U.S. ambassador to China and Utah governor, and other experts are also concerned of a growing threat posed by a possible serious downturn of the Chinese economy. Xi Jinping became the leader of China in March 2013. Fleitz pointed out in his article that if China’s economy goes into a recession, China may escalate tensions with America. Hayden said that the Chinese will put up with the Communist leadership as long as the economy is growing, but a serious slowdown of the economy could provoke the Communist government to act overly nationalistic and that could lead to a confrontation with our nation. This is currently happening in May 2016.

General Keith Alexander has described the cyber theft from China and perhaps other nations as “the greatest transfer of wealth in history” and has estimated our loss to be a trillion dollars. After almost four years of inaction the president signed the Presidential Policy Directive 20 in mid-October, 2012, a secret directive enabling the Pentagon to act more aggressively to stop cyber-attacks on America’s web of government and private computers networks. Now federal agencies can act when confronting threats in cyberspace. On January 31, 2013, The New York Times and Wall Street Journal reported that their computer systems had been attacked by Chinese hackers. Former Secretary of Defense Leon Panetta, as well as former Chairman of the Senate Homeland Security Committee, Joe Lieberman, has warned the nation several times of the great danger with regards to an impending surprise Pearl Harbor-like cyber-attack coming from the space that could devastate the electrical grid, banks, other financial institutions, water and sewer systems, and military and government computers.

On January 24, 2013, Secretary of Homeland Security Janet Napolitano speaking at the Wilson Center, a think tank, said that the United States is facing an impending threat of a cyber-attack equivalent to September 11, 2001. She said many of U.S. banks have experienced many cyber-attacks. Like other officials, she is concerned that this nation electrical grid, water and sewer systems, and the armed forces are facing a clear and present danger. The U.S. Navy is being subjected to 100,000 cyber-attacks per hour. Napolitano wants Congress to approve laws on cyber security since cyber-attacks are coming from everywhere and are increasing in numbers and sophistication. Why did it take Barack Obama so long to start defending the national security of America from countries like China, Russia and other nations?

Richard A. Clarke in his book Cyber War (2011) describes how China has sold us “chips, routers, and hardware” for our computers and digital networks that have “logic bombs, trapdoors and Trojan horses” that the Chinese can press a special button and the Chinese computers in America and parts will no longer work. The United States purchased 84,000 false electronic parts from China and installed them in airplanes, helicopters, and missiles. General Patrick O’Rielly, director of the Agency of Missile Defense, stated that “We do not want that a missile interceptor of $12 million will not function due to a $2 false electronic part.” How could the Obama administration purchase anything from China for the Pentagon when that nation is engaged in cyber warfare and currency warfare with America?

In a 52-page report released on October 8, 2012, the House of Representative Intelligence Committee, after a year-long investigation, concluded that two Chinese telecommunications firms, Huawei Technologies Inc., and ZTE Inc. present a great threat to the U.S. national security since their equipment could be used to spy on Americans. Congressman Mike Rogers, Republican from Michigan, Chairman of the House of Representatives Intelligence Committee, said, “We simply cannot trust such vital systems to companies with known ties to the Chinese state, a country that is the largest perpetrator of cyber espionage in the U.S.”

Huawei’s U.S. sales were $1.3 billion and ZTE sales were $30 million in 2011. Thanks to the efforts of Republicans in Congress Huawei and ZTE have been effectively shut out from U.S. Tier 1 wireless network contracts in America.

The Obama administration has allowed China to buy oil companies and land that has gas and oil in America, in spite of the fact that this nation is not self- sufficient in energy. America is only producing about 60% of the energy that its consumes. The Chinese company Sinopec has invested $17 billion in oil and gas companies in Colorado, Louisiana, Michigan, Ohio, Oklahoma, Texas, and Wyoming. Recently, China purchased Nexen, Inc. from Canada for $15.5 billion. This company extracts oil and gas in the deep U.S. territorial waters. What would happen if this Chinese company spills oil on the Gulf of Mexico like BP?

Boeing and Airbus corporations have built many factories in China as well as research and development centers. China is now using Unites States and the Europeans free technology and with the help of General Electric and other U.S. corporations to build a new passenger airplane which China will call the C919. China hopes to put out of business both Boeing and Airbus by building a superior airplane. How stupid can U.S. multinational corporations be in the pursuit of profits in a country that wants first to dominate Asia and then the world with the help of Russia?

America cannot forget that China attacked this nation with one million soldiers during the Korean War when U.S. forces had defeated North Korea and were about to unified the peninsula under a noncommunist government.

Constantine Menges explained in his book, China: The Gathering Threat (2005) that China sees America as its number one enemy. China is becoming more imperialistic and has territorial disputes with 14 Asian nations, including, Japan and the Philippines. It invaded and annexed Tibet and went to war with India in 1962 over a border dispute. China wants to conquer Taiwan, our ally, and has threatened America with nuclear war, if we come to the defense of Taiwan. General Chi Hoatian, Minister of Defense stated in 1999 that: “War with the United States is inevitable”.

The unilateral concessions that Obama has given Russia have endangered the national security. Soon after his election in 2008, Obama gave in to pressure from Russia and did not deploy the antimissile defense system in Poland and the Czech Republic that President George W. Bush had negotiated with those two nations. In essence, Obama abandoned all of Eastern Europe to Russia’s sphere of influence which went against the national security interests. Obama did this without asking Russia for a quid-pro-quo or something in return.

It is no surprise that Putin wanted Obama to win in 2008 and Putin was delighted that our weak president was reelected in 2012. Why? He believes Obama will give in on missile defense and continue to use “flexibility” to eliminate nuclear arsenal of the United States. Putin knows that Russia can continue to push our weak president and achieve military superiority over America.

Obama’s request to Dmitry Medvedev, while they were meeting in South Korea, to tell Putin to give him “flexibility” and “space” until he gets reelected, was extremely dangerous to the national security. What Obama said borders on treason! The president did not realize that his secret conversation was heard due to an open microphone.

Obama desires to eliminate completely America nuclear arsenal and reduce the Pentagon’s budget while Russia and China increased the budget of their Armed Forces and improved their ICBMs, ABM, and weapons. Obama’s own Secretary of Defense Leon Panetta before he resigned his post stated several times that those severe cuts would endanger the national security. Panetta stated “that the United States would be left with a force that suffers low morale, poor readiness and is unable to keep with potential adversaries. It would invite aggression.” Obama did not care. Panetta’s statements were prophetic.

In March 2013, sequestration was implemented and $55 billion was cut from the Pentagon annually for the next 10 years. This massive cut represents 10% of the entire Pentagon’s budget. The U.S. Navy is being reduced from 286 ships to 230 ships, leaving our Navy the size it had in 1915! The U.S. Army is being reduced from 569,000 soldiers to 426,000. The 1,990 fighter aircrafts of the U.S. Air Force is being reduced to 1,512. The U.S. Marines force is being cut. Tens of thousands have lost their employment in defense-related industries and thus unemployment would increase.

Jack Stubbs wrote an article titled “Russia is building a military base on disputed islands seized from Japan during World War II” which was published by Reuters on October 22, 2015. He explained that Russia announced in October 2015 that it was planning to build a military base on the Kuril Islands, a group of Pacific islands it took from Japan at the end of World War II.

This move is likely to worsen already strained relations with Japan which claims to the Southern Kuril, known in Japan as the Northern Territories. This dispute is so bitter that Moscow and Tokyo have still not signed a formal peace treaty after the war. China is also claiming sovereignty over Japanese Islands in the East China Sea. These two developments present an enormous problem for Japan, America’s strongest ally in the Pacific Ocean, and contribute to increase tensions between the United States and Russia and its ally China.

Russia is also building a series of new Arctic military bases, including on Wrangel Island, Kotelny Island and at Cape Schmidt.

Russia has chosen the path of belligerence

Julian E. Barnes wrote an article titled “NATO’s Breedlove Calls for Sharper Focus on Russia Ahead of Departure” which was published in the Wall Street Journal on May 2, 2016. The reporter explained that General Breedlove, who will depart his command in May 2016, stated that the United States has “too few intelligence assets focused on the threat from Russia and should concentrate its technical capabilities on Moscow’s growing military might.” The general believes that America needs more reconnaissance satellites amid the growing Russian threat.

General Philip M. Breedlove, a four-star general, who is NATO’s Supreme Allied Command Europe. General Breedlove will step down in May 2016 after three years in the top military position at NATO.

In an interview, General Breedlove said that the United States has stated to build up the number of intelligence analysts examining Russia, which stood at 13,000 during the Cold War before decreasing to a low point of just 1,000 in 2013. The general stated the following: “We see that Russia has not accepted the hand of partnership but has chosen a path of belligerence. We need to readdress where we’re heading. We weren’t focused on Russia when I came in three years ago because we were still trying to cast a paradigm that brought Russia into the fold of Western values. Russia chose a different path or they were on that path and we didn’t recognize it.” These comments show clearly how successful was the disinformation campaign implement by Putin and the possible work of KGB agents inside the Obama administration.

Barnes pointed out that General Breedlove said America needs more technical intelligence assets, the kind of spy satellites the United States uses to keep track on both troop movements and terrorist training camps, focused on the threat from Russia.

General Breedlove has overseen the transformation of the NATO alliance from one focused on expeditionary capabilities, like in Afghanistan, to the defense of Europe in the face of renewed aggression from Russia.

Since the Russian invasion and annexation of Crimea, General Breedlove has been an outspoken voice on the dangers of what he calls a revanchist Russia. He has repeatedly warned in speeches and congressional testimony about the Russian aggression in Ukraine and the dangers of failing to respond. Unfortunately, the general warnings were ignored by the Obama administration.

General Breedlove is one of the prime architects of the American response, which involved reinforcing Eastern Europe quickly with a small number of U.S. troops and working to help build consensus for a larger plan to build a more robust, NATO force of 4,000 soldiers on the alliance’s eastern flank.

Deputy Secretary of Defense Robert Work said in an interview that it is not just intelligence experts but policy makers too that misjudged Russia. Had Russian intentions been understood, America would never have withdrawn its heavy combat brigades out of Europe in 2012, Work stated the following: “It caught the entire policy community by surprise. It is clear Russia has embarked on a much more provocative and aggressive path since 2012. We are now in process to responding.” Why?

Barnes explained that Congressman Devin Nunes has emerged as a tough critic of the failure to redirect enough intelligence resources toward the challenge of Russia. He said that Russia’s 2008 invasion of Georgia should have been a warning sign. However, after that Russian invasion, Representative Nunes noted, the United States continued to engage diplomatically with the Russians, and “we continued to talk to the Russians, and then they invaded Eastern Ukraine.” “We missed that too,” he said. “And then we completely missed entirely when they put a new base, a new base with aircraft into the Mediterranean, into Syria. We just missed it. We were blind.” “In its totality, it is the largest intelligence failure since 9/11,” Representative Nunes said.

Army General Curtis Scaparrotti will be NATO’s Supreme Allied Command Europe after General Breedlove step down in May 2016.

General Breedlove’s successor, Army General Curtis Scaparrotti, said recently that U.S. military leaders “should keep everything on the table,” including a military response, if Russia engages in more military provocations directly against U.S. forces. Such incidents have included Russian fighter jets harassing U.S. Navy ships. The general said that Putin “is deliberately trying to break up NATO,” a pro-American alliance that some politicians have suggested is “obsolete.”

U.S. military leaders are getting increasingly concerned about Russia’s aggressive intentions, the Wall Street Journal explained, “In the wake of Russia’s stealthy invasion and annexation of Crimea, the U.S. intelligence community, in particular military intelligence, came under withering criticism for having failed to adequately warn policy makers and military leaders.”

Cliff Kincaid pointed out in an article in Accuracy in Media that was published on May 2, 2016 that the term “military intelligence” is mostly a reference to the Defense Intelligence Agency (DIA), whose former director, Lieutenant General Michael T. Flynn, has come under fire for his close relationship with the Russia Today (RT) propaganda channel. Kincaid said that Accuracy in Media was the first to report that “General Flynn, after stepping down from DIA, went to Moscow to participate in the 10th anniversary celebration of the Moscow-funded and English-language channel known to its critics as KGB-TV.”

It was extremely unusual for a retired general like Flynn to sit at a dinner table with dictator Vladimir Putin and RT editor-in-chief Margarita Simonyan. One needs to wonder why a top U.S. general would attend a dinner with the ruler of Russia, a country that is America’s number one geopolitical enemy. Additionally, why is Flynn collaborating with “KGB-TV?”

Kincaid stated the following: “In a major embarrassment for General Flynn, a recent article in Politico by Michael Crowley cited Flynn’s relationship with RT as the most intriguing example of how the Russians have gone about recruiting disaffected members of the Washington, D.C. foreign policy establishment. The term recruiting suggests using Flynn for anti-American propaganda purposes. Crowley, senior foreign policy writer at Politico, said that Flynn’s attendance at the RT gala, which also included remarks on world affairs, appeared to inaugurate a relationship with the network—presumably a paid one, though neither Flynn nor RT answered queries on the subject. Flynn now makes semi-regular appearances on RT as an analyst, in which he often argues that the U.S. and Russia should be working more closely together on issues like fighting ISIL and ending Syria’s civil war.” Kincaid also explained that what Representative Nunes described as “a massive intelligence failure” could be from the work of agents of influence for Russia or actual Russian spies in the nation.

Congress wants the Pentagon’s Missile Defense Agency to protect the nation from growing threat of high-speed hypersonic gliders from Russia and China

Even though President Obama has been shamefully silent regarding the enormous threat to the survival of America presented by the hypersonic gliders being developed and tested by Russia and China, members of Congress introduced an amendment to the current defense authorization bill. This legislation passed by the House Armed Services Committee in late April 2016 and would require the Pentagon’s Missile Defense Agency to develop and fund a program to defeat hypersonic missiles. The bill calls for creating a program to counter “hypersonic boost-glide and maneuvering ballistic missiles” that can include co-development with other agencies or nations.

Bill Gertz wrote an article entitled “Legislation Defense against Hypersonic Missiles” which was published in the website The Washington Free Beacon on May 4, 2016. The reporter said that the legislation followed recent flight tests by China and Russia of revolutionary hypersonic glide vehicles. These terrible new weapon systems are the maneuvering hypersonic gliders that are launched on ballistic missiles and skim the upper atmosphere at speeds of 7,500 miles per hour or greater. They then glide and maneuver toward ground targets. Current ABM defenses in the United States could not stop these hypersonic missile gliders.

As explained earlier, Vice Admiral James Syring, director of the Missile Defense Agency (MDA), told members of Congress during a recent hearing of the strategic forces subcommittee that the MDA does not have programs devoted to dealing with hypersonic missile threats. Admiral Syring said the current defense budget request includes $23 million to develop a laser weapon that could be used against hypersonic missiles. A low-power laser weapon will not be tested until 2021, he stated. By then we could all be dead!

Gertz explained that the amendment is part of the House version of the fiscal 2017 defense authorization bill that is scheduled for debate before the full House on May 4, 2016. The legislation would authorize $610.5 billion in defense spending for the fiscal year beginning on October 1, 2016 and includes more than a dozen other policy-oriented amendments. Representative Trent Franks, Republican from Arizona and an Armed Services Committee member, who sponsored the amendment, said he is worried by both Chinese and Russian hypersonic weapons development, which he said represent a “paradigm shift” in modern warfare.

Representative Trent Franks stated the following: “The hypersonic age is upon us and it is imperative that America not only compete but excel in this area because our enemies are certainly taking the technology seriously and are developing it effectively. The Chinese DF-ZF travels somewhere around nine times the speed of sound. The quickest way for the Pentagon to counter the Chinese glider is likely to develop an enhanced version of the Army’s Terminal High-Altitude Area Defense, or THAAD. Later, lasers could be developed that will be capable of hitting hypersonic missiles.”

Gertz said that Congressman Franks, an ardent supporter of missile defenses, said the amendment was needed to assist the Missile Defense Agency in dealing with difficult budget and policy challenges. He is optimistic Congress will keep the amendment in the defense bill and that the Senate will support the measure. Incredibly, the Obama administration and some Democratic members in Congress have blocked efforts by the Congressman Franks to bolster missile defense programs!

Gertz pointed out that Larry Wortzel, a former military intelligence officer who specializes in China issues, said both Beijing and Moscow are moving ahead with the high-speed missile programs. Wortzel stated the following: “Hypersonics is one of the areas where the Chinese and the Russians appear to be ahead of the U.S. This comes at a time when there is little progress on directed energy weapons for the U.S. If the Department of Defense is working on a ‘third offset,’ who knows where else the Chinese might excel? Congress and the American people need to focus on ballistic missile defense and on counters to this serious strategic threat.”

Gertz wrote that another section of the legislation would require the MDA to develop space-based missile defenses, including anti-missile interceptors deployed on orbiting satellites. Gertz explained the following: “One provision would limit funds for U.S. support to Russian flights over U.S. territory under the Open Skies Treaty amid concern Moscow will spy on critical U.S. infrastructure. U.S. military cooperation with Russia would continue to be blocked under the bill in response to Moscow’s military takeover of Ukraine’s Crimea. Another section would block $10 million from the Pentagon budget slated for military support to the White House until the president provides Congress with a report required last year outlining the U.S. response to Russia’s violation of the 1987 Intermediate-Range Nuclear Forces Treaty.”

Obama has ignored the fact that Russia violated the 1987 Intermediate-Range Nuclear Forces Treaty by developing a new ground-launched cruise missile. Shamefully Obama has not taken any steps in response.

The House of Representatives bill would require the administration to provide Congress with reports on the strategy to counter the Islamic State terrorist group and on the Pentagon’s freedom of navigation operations. It would require the Pentagon to brief members on the Iranian detention of 10 Navy sailors in January 2016 and on China’s controversial participation in the upcoming Rim of the Pacific international naval exercises. Wisely, many members of Congress want the Pentagon to disinvite the Chinese military from the war games based on China’s attempts to take control of the South China Sea.

A road-mobile or rail-mobile version of a new strategic missile is being considered by the Pentagon as a replacement for aging, silo-based Minuteman ICBMs. But many traitors in the Democratic Party in Congress, among them Representative Rick Larsen Democrat from Washington, who is leader of the House U.S.-China Working Group, a pro-Beijing caucus, are opposed to this vital improvement of America’s obsolete silo-based Minuteman ICBMs.

Conclusion

Unfortunately, Obama may veto this important legislation that would authorize $610.5 billion in defense spending for the fiscal year beginning on October 1, 2016 and includes more than a vital dozen other policy-oriented amendments for the survival of the United States. It appears that Obama deliberately has worked during his entire presidency to damage the United States as a superpower. Unfortunately, he has been quite successful and has allowed Russia and China to achieve military supremacy over the United States.

This is the true legacy of Barack Obama, a legacy that has endangered the security of United States. It is important to note that Secretary of State Hillary Clinton is as responsible as Obama for this situation. This makes the corrupt Hillary Clinton to be unfit to occupy the White House in 2016.

This writer has written several times indicating that President Barack Hussein Obama is the architect of the destruction of the United States. During the last 7 ½ years, President Obama has neglected the most important duty of a commander-in-chief, which is the defense of the nation. He has cut the budget of the Pentagon to pieces, has ignored the violation of treaties by Russia, and engaged in unilateral disarmament. Our enemies, Russia, China and their allies, have taken advantage of this situation and now have achieved military supremacy over the United States. America is in great danger as the balance of military power has shifted against the nation.

Governor Romney during a 2012 presidential debate stated that Russia was our number one geopolitical enemy, while Obama laughed and ridiculed that true statement. If Governor Romney had been elected president, he would have increased the defense spending $150 billion a year in order to make our armed forces stronger and more capable of protecting us from our enemies.

Unfortunately, president Obama seemed unconcerned about gutting the Pentagon’s budget and continues to advocate complete nuclear disarmament, which would be national suicide. As our enemies develop high-speed hypersonic glider missile programs, improve their ICBMs, and antiballistic missile defenses, this is not the time to appease our enemies for that will only invite more aggression against us and could end in our destruction and enslavement. Hypersonic gliders is one of the areas where the Chinese and the Russians appear to be ahead of America while the United States is not appropriating funds to defend the nation against this clear and present danger.

Congress needs to appropriate additional billions of dollars for the United States not only to compete but also excel in the development of hypersonic glider missiles, better antiballistic missile defenses, road-mobile or rail-mobile ICBMs, and replace the aging, silo-based Minuteman ICBMs. The United States needs to take these steps quickly or risk complete destruction in a surprise nuclear attack by Russia and China, if those two nations realize that America would be unable to retaliate. The time is short and this must be accomplished without delay since it is a matter of survival.

The United States needs to use cyber warfare to steal the advanced weapon systems from Russia and China and to use that information to improve our weapons. After all, those two countries and others have been stealing our most valuable industrial and military secrets for years without impunity.

Congress needs to end U.S. support to Russian flights over U.S. territory under the Open Skies Treaty. It also needs to end the Chinese military from participating in war games. Both Russia and China are existential threats to America’s survival and the nation needs to view them as enemies. The same goes for the presidential candidates of both political parties. Both Donald Trump and Hillary Clinton need to hire experts in national security, listen to patriotic generals and admirals described in this article, and fire advisers who are pro-Moscow and pro-Beijing. Failure to this will endanger America.

Both Russia and China and their allies are waging cyber warfare, financial terrorism, and currency warfare against America. This is not the time to appear weak and indecisive. This is not the time to appease America’s enemies, for that will only invite more aggression against the nation and could result in America’s destruction and enslavement.
